In August 2021 the development of the “eCourt” mobile application which will provide access to the state “Electronic Court” system on mobile devices and smartphones was completed and launched in closed beta mode. It became publicly available on iOS and Android smartphones in September 2021.
The development process has started a year before, in autumn 2020. To ensure proper work and availability of the services, existing legislation had to be amended. Therefore, in April 2021, the Ukrainian Parliament has adopted required amendments to the legislation on e-Justice system, which also included the required foreground for the e-Court module and the respective app. The mobile application will provide access to the capabilities of the state “Electronic Court” system on smartphones and other mobile devices.
The application provides the following main features:
- push notifications about receiving new documents in the personal area (electronic cabinet) and changes in the status of existing legal cases in which the user is involved;
- access to case data, proceedings, procedural documents sent by the court;
- access to requests, claims and other documents created by the user in his personal area;
- access to and cancellation of powers of attorney and warrants submitted by the user.
The parts covered by me were: development of the concept of the app; development of the respective terms of references that later have been publicly submitted in UNDP’s online tender platform; ensuring proper coordination with the Ukrainian State Court Administration of the development process and participation in alpha-testing (iOS-only). The amount of the budget expenses were approx. USD 14000.
