The decentralisation reform was about changing the “rules of the game” in several areas: administrative, public finance, health issues, education and others. However, all of these areas mostly affects adults and even small changes quite often are being communicated incorrectly or in a formal and boring way.
To face this challenge, the first online game about the decentralisation reform has been developed in introduced in 2019.
“The purpose of this game is to involve young people in decentralisation reform so that they understand it. The game is very modern and funny, and fashionable characters attract attention. We need to communicate with young people and try to do it in different ways. Our goal of supporting decentralization reform is to increase its understanding and the game is one way”.

In the game, the player becomes a head of ATC, an amalgamated territorial community (Ukrainian “ОТГ”), a key elected official of local self-government. And now the fate of a virtual ATC is in his hands! Is it easy to dispose of power? This political game allows everyone to step into the shoes of the head of the ATC. The game is based on the typical challenges and concerns of local government. The game also teaches the player that all the decisions taken, either simple or complex, have consequences.
